The Phillips Memorial Library is a federal and state depository library. The depository currently holds over 250,000 titles covering a multitude of topics ranging from nutrition to George Bush's Presidential Papers. Documents are available in a variety of formats including CD rom and microform. All of the documents are available to be checked out by the public.

The library has been a federal depository since 1969. Currently, 41% of what is made available to the public is received by the library through the depository program. The library became a despository for state documents when the Rhode Island State Documents Clearinghouse was established by the state. The collection dates back to 1996.
